WORLD CLASS DEVELOPMENT PROGRAMME SELECTION POLICY 2012 CAVEAT Following the London 2012 Olympic and Paralympic Games World Class Programmes across all sports will be reviewed in partnership with UK Sport. Funding for the Rio cycle (1 March 2017) will not be confirmed until December 2012 / January 2013. Following the reviews and confirmation of funding levels amendments may have to be made to the current Equestrian Development Programme structure; this could include adjustment to athlete numbers, aims of the Programme and the level of support provided. DEVELOPMENT PROGRAMME MISSION To optimise long term GBR podium success on the world stage through the identification and development of potential world class athletes and potential world class athlete / equine combinations OBJECTIVE OF SELECTION POLICY The specific aim of the Selection policy is to select athletes and athlete / equine combinations on to the Development Programme that have the perceived ability to deliver medal winning performances on the world stage for Great Britain in the future. This Policy covers the 2012 selection process for selection on to the Development Programme from 1 funding from UK Sport). INTRODUCTION The World Class Programmes Para-Equestrian Dressage), offer exceptional opportunities for Great Britain’s most talented athletes, including expert training from coaches, veterinary/human sports science and medicine support, and funding to support agreed targets. The terminology of World Class Start and World Class Potential is still used occasionally in this document and refers primarily to a difference in age and level of experience required at two different levels and thus the perceived gap between an athlete’s current level of performance and the level of performance required to win medals at senior level. In the Olympic Disciplines, World Class Start usually refers to athletes that are under the age of approximately 22 and / or have competed below a certain level, and in Para-Equestrian Dressage it 2 refers to athletes that have not demonstrated sufficient competition experience (primarily at International level). KEY “Performance Director” – (PD) means the Performance Director of the National Governing Body (NGB) “Performance Manager” – (PM) means the Performance Manager of the relevant disciplines “Discipline Coordinator” – (DC) means the Discipline Coordinator of the relevant discipline “British Equestrian Federation” – (BEF) the National Governing Body “Member Bodies” – (MB) means the governing bodies for each Olympic equestrian discipline “World Class Development Programme” – (WCDP) “World Class” – (WC) The WCDP Selection Policy is formulated in discussion with PD, DCs, PMs, key discipline personnel and Member Bodies. CONFIDENTIALITY It is vitally important for the integrity of the Selection Policy and those involved in its application both as athletes, owners, selectors or other officials, that there is at all times a high degree of confidentiality relating to information which may have a bearing on selection. SELECTION PANELS All Selectors carrying a selection vote will be appointed by the PD in consultation with PMs, DCs and MBs. Each DC will maintain a register of conflicts of interest and all Selectors will declare any potential or perceived conflicts as soon as they are appointed. Selectors will have the knowledge, experience and integrity required to select potential Olympic or Paralympic level athletes. Selectors for Viewing Competitions / Trials: discipline information (see Annexes). Selection Trials Olympic / Paralympic Athletes, Coaches who have coached athletes to Olympic / Paralympic level, International Chefs d’Equipe, PMs, DCs, Sports Psychologists, Talent Development experts. The WCD Sport Psychologist, Physiotherapist / Classifier (Para’s) and World Class Programme Coaches may be present but will not generally act as Selectors. An independent verifier appointed by the PD will also be present at the final Selection Trials to ensure that the process is being delivered in a fair and consistent manner at all times. 3 SELECTION PROCESS BACKGROUND Formal selection takes place every two years, subject to funding levels. Selected athletes can remain on the Programme provided certain key performance indicators and/or targets are met. The development and performance of athletes are monitored through a six monthly review process and a three monthly mid term informal review. In addition athletes will commit to attending an agreed number of full days of squad training sessions (as specified in the WCDP Athlete Agreement). Athletes are required to plan competitions, training, management and personal development with the assistance of the World Class personnel, personal coaches, Team Managers and Team Coaches as appropriate and will comply with any Team selection policies relevant to the equine / athlete combination. At all times the WCDP seeks to work with the athlete’s home coaches / vets, etc., to be known as “the home team”. ATHLETE PLACES The number of athletes selected will, in part, be dependent on UK Sport funding and any criteria included in UK Sport’s Project Rio requirements. As part of the Review post London 2012 further criteria may have to be introduced, which could include a restriction on the number of years athletes may remain on the Programme. ELIGIBILITY / AVAILABILITY FOR CONSIDERATION Minimum age on first application will normally be 16 years and maximum age on first application will normally be 30 years. Athletes who reach the age of 15 and 16 years during the calendar year (2012) and who have achieved minimum criteria as stated under discipline specific information (Annexe A, B, C and D) are invited to apply for consideration and if successful may be taken on the Programme as pre-Start athletes. This will generally be a non-funded place where certain privileges will be allowed including attendance at some squad training and access to some of the sports science and medicine support staff. This Programme does not exist every year or for all disciplines due to Programme demands and budgets so please check with the BEF if you believe you are eligible and wish to be considered. All athletes must be eligible to compete for Great Britain & Northern Ireland and hold a current British passport (advice on eligibility requirements can be obtained from the BEF and FEI). Athletes from Northern Ireland who wish to apply should contact the BEF. Athletes that are currently serving a ban from FEI or National competition as a result of a doping offence (equine or human) or equine medication offence will not be eligible. 4 SELECTION PROCEDURE The Selection process follows 4 stages as detailed below. Stages 1 & 3 require the completion of written forms and have specific opening and closing dates, which must be adhered to. Stage 1: Registration OPENING DATE 3rd FEBRUARY 2012 CLOSING DATE 16 • Forms are available to download from the BEF website during the period that registration is open. • stage. However there must be a plan to achieve minimum criteria prior to Stage 3 of the Selection procedure and a copy of this plan must be produced on registration. Stage 2: Viewing Trials/ Viewing Competitions/ Achievement of Minimum Criteria See Annexes for Discipline Specific procedures and requirements / criteria. The following detail is also applicable:- • • group, or in an older age group. The only exception to this requirement is as stated under Para-Equestrian (see Annexe B). • Viewing Trials / Viewing Competitions o o Stage 3: Notification of achievement of minimum criteria OPENING DATE 17 CLOSING DATE 14 • selection should complete a Notification form providing details of the achievement of minimum criteria. Forms are available to download from the BEF website during the period that notification is open. • • 2012 cannot be considered for the final part of the Selection process (Stage 4). 5 Stage 4: Final selection process In addition to the procedures and requirements detailed in the discipline specific Annexes the following detail is also applicable:- • appropriate to the athlete’s age group (or an older age group) • minimum criteria appropriate to the athlete’s age group (or an older age group) • from the WCDP prior to the first six monthly review • must be fit for purpose at the time of the final Selection Trial day/s • given through the WCDP. • Selection Trial day/s. • only then if granted for a justifiable reason During the final selection process the following criteria (which is not an exhaustive list) will be taken into account in the assessments by the Selection panel Communication skills Horsepower Technical Skills Trainability Strategy & Planning Commitment Mindset Management Fitness (athlete / horse) Competition record Selectors will seek to evaluate the future performance potential of the athlete or athlete / equine combination and the gap between current performance and performance potential. DISCIPLINE SPECIFIC DETAIL Athletes must read the following Annexes, which cover other discipline specific requirements. ANNEXE A – DRESSAGE ANNEXE B – PARA EQESTRIAN DRESSAGE ANNEXE C – EVENTING ANNEXE D – SHOW JUMPING 6 GENERAL POST SELECTION RESPONSE All athletes will be informed in writing by Friday 21 successful in selection, subject to continuing confirmation of the level of the Programme funding. In line with the process for all Selection Policies linked to World Class the selectors’ reasoning for their selections is not discussed with athletes, owners or agents. COSTS Athletes are not required to pay any fee to attend Selection Trial day(s). All expenses incurred in order to attend any stage of the viewing or selection process will be the responsibility of the athlete. ANONYMITY All athletes will be referred to by number and not by name during the selection process. This is in order to avoid bias and is not designed to intimidate the applicant but merely to offer each candidate an objective and fair process. MODIFICATIONS/EXCEPTIONAL CIRCUMSTANCES The right is reserved that in exceptional circumstances any part of this policy can be waived or modified with the authority of the PD. DOPING AND MEDICATION: Selection Trials are subject to the same Equine and Human anti-doping rules as FEI competition. This includes the need for riders to have Therapeutic Use Exemption (TUEs) if so required under the relevant rules. For further information or advice go to PROHIBITED SUBSTANCE TESTING: Both Human and Equine prohibited substance testing may take place at any Selection Trial day/s; athletes should ensure the relevant TUE’s are in place. ATHLETE OBLIGATIONS ONCE SELECTED: Athletes are obliged to read, sign and adhere to the World Class Development Programme Athlete Agreement and any additional UK Sport generated Agreements that may be in place by 1 April 2013. In addition athletes are expected to; §? §? §? §? 7 CHANGES IN POLICY The PD in consultation with the PM and DC will have the right to amend or change selection policies where necessary at any time in order to fulfil the objectives of the Selection Policy, as long as these changes and amendments are clearly communicated to all parties. FORCE MAJEURE: In the event of exceptional circumstances beyond the BEF’s control (e.g. collapse of WCPP funding, disease outbreak in equine or humans, war or terrorism) the PD reserves the right to make the decision to change the selection policy or procedure which might include cancellation of the Selection Trial day(s). This decision will be made in consultation with the PMs and DCs. DISCRETION The Selectors, PD, PMs and DCs are entitled within this selection procedure to use their discretion to select combinations or athletes provided that they can demonstrate that any discretion used was arrived at through a process of integrity where the information used and procedures taken were perfectly reasonable and justifiable. Where there is a chance that this situation may occur the issue will be kept confidential. PUBLICATION/CIRCULATION The Selection Policy will be available on the BEF Website. Additional copies will be available on request from the BEF Office and the relevant discipline websites ENQUIRIES Enquiries about the Selection Policy should be made in writing to the PD at the BEF Office. CHANGES TO SELECTION POLICY Any changes to the policy will be communicated via the website and at any meetings organised for this purpose. APPEALS PROCESS AND PROCEDURES Athletes have the right to appeal against the decision of the selectors. Appeals must be made in writing within 48 hours of the announcements. Appeals must be sent to the PD. At each Viewing Trial a choice of test will be ridden:- FEI Grand Prix 2009 or the World Class Progressive Test 2012. In the World Class Progressive test the degree of difficulty (eg number of steps required etc) will be graded according to the equine’s age. The expectation of the degree of technical precision and the execution of the movements may be taken into consideration within the marking of each test. The test will be judged by one international judge and one international coach; who form the panel of Selectors for the Viewing Trials. The Selectors will be assessing the potential of the combinations and will use a different marking criteria to the traditional system, this will be similar to that used in the freestyle. Details of the marking criteria and copies of the WC Progressive test 2012 can be obtained from the BEF office. All those registering at Stage 1 of the Selection procedure should indicate if they require a copy of the WC Progressive test when applying. Details of the marking criteria for both tests will automatically be sent to all those completing a registration form. The Viewing Trials will be held on the following dates:- Tuesday 17 July 2012– Combridge Farm, Combridge, Uttoxeter, Staffs ST14 5BL Outdoor warm up / indoor test Tuesday 28 August 2012 – Unicorn Equestrian Trust, Netherswell, Stow on the Wold, Glos GL54 1JZ Outdoor warm up / indoor test Athletes should state on the registration form which of these Viewing Trials they will be attending and may attend more than one provided there is space available. Allocation of venues will be on a first come first served basis and athletes may be required to attend on an alternative day. Withdrawals must be notified to Debbie Lee at the BEF office within 7 days of the Viewing Trial. 11 During the Viewing Trials the following criteria, (which is not an exhaustive list) will be taken into account in the assessments by the Selectors Communication skills Horsepower Technical Skills Athlete influence on equine Mindset Strategy & Planning Selectors will seek to evaluate the future performance potential of the athlete or athlete / equine combination and the gap between current performance and performance potential. Where the number of athletes coming forward to the Viewing Trials exceeds the number of athlete places available at the Final Selection Trial day/s the Selectors will draw up a short list of athletes based on their assessments who, if they achieve minimum criteria and have successfully completed Stages 1,2 and 3 of the Selection process, will be invited forward to Stage 4 of the Selection process. Stage 4: FINAL SELECTION Start: having achieved minimum criteria appropriate to their age group (or an older age group) will be invited forward to the final selection trial day/s which will include a ridden section and dismounted interviews. Potential: listed athletes will be notified in writing and be invited forward to the final selection trial day/s which will be a dismounted day with interviews. Athletes with Learning Disability (known internationally as Intellectual Disability) At the first stage of application for this programme the four sports targeted for inclusion in the 2012 Paralympic Games are Athletics, Rowing, Swimming, Table Tennis. It is not known what events within these sports will feature for athletes with intellectual disability at this stage. This will be agreed in the usual way between the International Federations, LOCOG and the IPC. 13 Currently under FEI Rules, an athlete with intellectual disabilities who does not have a physical classification is covered under Profile 39 of the Classification Guide (applicable to Grade III). This profile remains inactive at present so athletes in Profile 39 are not eligible to compete in Para- Equestrian Dressage competition run under FEI rules. The World Class Para-Equestrian Dressage Programme can only select and support athletes who are currently eligible to compete for Great Britain at the Paralympic Games. This policy will reviewed in line with any future decisions made by the FEI.
